Permit to Carry Out Works

  • The Permit for Road Occupation Management Portal or "LTA.PROMPT" allows users to submit their applications to the various land-managing agencies for permission to carry out works in the areas managed by the respective agencies before they commence works. It is not intended for the submission of work proposals as these require prior planning approval from the relevant authorities and agencies.

  • Users need to register as members of LTA.PROMPT to submit applications for works in or near public areas. All registrations are subject to the approval of the Land Transport Authority (LTA).

  • There are five categories of registration, namely:

    •     Applicant (Professional Engineer)
    •     Applicant (Agency/Department)
    •     Contractor
    •     Site Supervisor
    •     Applicant (Professional Engineer) and Site Supervisor

        The criteria for registration for each category are:

    Applicant (Professional Engineer)
    • This is for Professional Engineers (PE) who wish to register as applicants for works in or near public areas. The services of the PE are required for development works and any other works that require the occupation of public areas, such as lane closure for parking a mobile crane to carry out hoisting work. A Professional Engineer is one, who is registered as a civil or structural engineer under the Professional Engineers' Act and who possesses a valid practising certificate under that Act.
    Applicant (Agency/Department)
    • This is for officers of Government Agencies, Statutory Boards and Utility Services Providers who have been authorised by their respective agencies or companies to submit applications for permit to work in or near public areas on behalf of their organisations. A letter of authorisation issued by the relevant agency or company must be attached to authorise the officer to register as an applicant for that agency or company.
    Contractor
    • This is for contractors who wish to carry out any works in or near public areas. Contractors who wish to carry out works must register with the LTA.PROMPT as a competent contractor, subject to LTA's approval. The type of works that the competent contractors can carry out depend on their respective registration category with the Building and Construction Authority (BCA) or as determined by the LTA for contractors who are not registered with the BCA.
    Site Supervisor
    • This is for site supervisors who are responsible for site safety and site management. A person can only register as a site supervisor if he possesses a certificate in Pavement Construction and Maintenance Course issued by the Construction Industry Training Institute (CITI) or if he holds a recognised degree in civil engineering or if he holds a recognized diploma in civil engineering with at least 5 years experience in road-related works.
    Applicant (Professional Engineer) and Site Supervisor
    • This is for PEs who wish to register as both applicant for works in or near public areas and site supervisor.
  • Applications for works in or near public areas can be submitted to one or more of the following land-managing agencies simultaneously:

    • Land Transport Authority (LTA)
    • Public Utilities Board (PUB)
    • Jurong Town Corporation (JTC)
    • Housing & Development Board (HDB)
    • Singapore Land Authority (SLA)
    • National Parks Board (NParks)
  • Before submitting their applications, users are advised to read and understand the URA guidelines and URA circular ref. M09/AD/02-4 of 1 March 2005 detailing the submission requirements for utility services. Applicants must fulfil the foregoing submission requirements.

  • Users are also advised to read and understand the guidelines provided by other agencies and ensure that they comply with the requirements.

  • An application has to be submitted for works that will be carried out in or near public areas such as road reserves, drainage reserves, HDB-managed roads and car parks, JTC-managed roads and land as well as State land. These include parking a vehicular crane on the road to carry out hoisting work or a boom lift on the road to carry out painting work to building facades. Please refer to the following table for the different locations of works and the corresponding agencies that require applications to be submitted.

  • The following documents are required when submitting applications:

    • Location and site plan of proposed works
    • Photographs of existing ground conditions
    • Work method statement
    • Photographs and schematic diagrams of existing road markings (if the works affect road-
      carriageway)
    • Traffic Control Plan (if the works involve road lane occupation)
    • Cadastral Plan, if it affects State Land (please refer to Singapore Land Authority's guidelines)
    • Public Liability Policy (with LTA as one of the principals) of minimum sum assured of $1mil,
      where applicable
    • Workmen's Compensation Policy, where applicable
  • Applicants can submit an application for up to 9 connecting roads.

  • For major utility proposals, time is required to check the plans to ensure that the proposed works do not conflict with any infrastructure expansion programmes so as to minimise abortive works. Applicant is required to seek in-principle pre-consultation approval from LTA at least 6 months in advance before applying for permit, for the following:.

    • Works proposal that requires Master Plan Committee adoption;
    • Improvement or upgrading schemes for utility services;
    • Engineering work with proposed excavation at a depth of 4m or deeper; and
    • Tunnelling works and other engineering works.

Notification of Road Closure

  • Effective from 1 Nov 2010, it is mandatory for the Land Transport Authority (LTA) to be notified of any works on any roads pursuant to Section 115 of the Road Traffic Act.

  • The notification has to be submitted through the LTAs Permit for Road Occupation Management Portal (LTA.PROMPT) not less than 7 days for lane and road closure before the commencement of construction works or works of repair on,over or under any road.

  • For the convenience of users, the notification will be done simultaneously and seamlessly together with the submission of applications for works on public streets/areas.

  • Where the works is on a private road, only the notification will be submitted to LTA. The applicant will not be allowed to proceed with the submission of application and no application fee will be payable.

Permit for Vehicle Movement

  • The oversized vehicle movement (OVM) permit is required to use vehicles exceeding width, length or weight requirements on public roads.

  • Prior to submission to LTA, user is required to :

    • To check if permit for use of oversized vehicle / notification for use of overweight vehicle is required from LTA.

    • Register as member of LTA.PROMPT under one of the three categories 'Applicant (Transport Company), Applicant (Individual) or Applicant (Agency)'. All registrations are subjected to the conditions and approval of the Authority.

  • The submissions must be made at least 3 working days before the intended date of travel. Submissions made after 12pm daily will be regarded as submission on the following day and the earliest date of travel users can select in the applications is at least 3 working days thereafter.

  • For vehicles with overall width of at least 6 metres, users are required to attach survey report which includes pre-condition survey photos of the specified route of travel to the application.

  • For vehicles with overall weight of at least 200 tonnes, users are required to attach the PE report of the specified route of travel together with the application.

  • Auxiliary Police Officers (APOs) are required for vehicles with overall width exceeding 3.4 metres, overall weight of at least 80,000 kilograms, or overall height exceeding 4.5 metres.

  • Upon approval by the Authority, the permit will be valid for the stated travel period on the application or 3 months, whichever is lesser, based on the following conditions

    • No change in the vehicle ownership and approved vehicles listed
    • Vehicles travel along the specified approved routes
