The Permit for Road Occupation Management Portal or "LTA.PROMPT" allows users to submit their applications to the various land-managing agencies for permission to carry out works in the areas managed by the respective agencies before they commence works. It is not intended for the submission of work proposals as these require prior planning approval from the relevant authorities and agencies.
Users need to register as members of LTA.PROMPT to submit applications for works in or near public areas. All registrations are subject to the approval of the Land Transport Authority (LTA).

Applications for works in or near public areas can be submitted to one or more of the following land-managing agencies simultaneously:
Before submitting their applications, users are advised to read and understand the URA guidelines and URA circular ref. M09/AD/02-4 of 1 March 2005 detailing the submission requirements for utility services. Applicants must fulfil the foregoing submission requirements.
Users are also advised to read and understand the guidelines provided by other agencies and ensure that they comply with the requirements.
An application has to be submitted for works that will be carried out in or near public areas such as road reserves, drainage reserves, HDB-managed roads and car parks, JTC-managed roads and land as well as State land. These include parking a vehicular crane on the road to carry out hoisting work or a boom lift on the road to carry out painting work to building facades. Applicants can submit an application for up to 9 connecting roads.
For major utility proposals, time is required to check the plans to ensure that the proposed works do not conflict with any infrastructure expansion programmes so as to minimise abortive works. Applicant is required to seek in-principle pre-consultation approval from LTA at least 6 months in advance before applying for permit, for the following:.

Effective from 1 Nov 2010, it is mandatory for the Land Transport Authority (LTA) to be notified of any works on any roads pursuant to Section 115 of the Road Traffic Act.
The notification has to be submitted through the LTAs Permit for Road Occupation Management Portal (LTA.PROMPT) not less than 7 days for lane and road closure before the commencement of construction works or works of repair on,over or under any road.
For the convenience of users, the notification will be done simultaneously and seamlessly together with the submission of applications for works on public streets/areas.
Where the works is on a private road, only the notification will be submitted to LTA. The applicant will not be allowed to proceed with the submission of application and no application fee will be payable.

The oversized vehicle movement (OVM) permit is required to use vehicles exceeding width, length or weight requirements on public roads.
Prior to submission to LTA, user is required to :
The submissions must be made at least 3 working days before the intended date of travel. Submissions made after 12pm daily will be regarded as submission on the following day and the earliest date of travel users can select in the applications is at least 3 working days thereafter.
For vehicles with overall width of at least 6 metres, users are required to attach survey report which includes pre-condition survey photos of the specified route of travel to the application.
For vehicles with overall weight of at least 200 tonnes, users are required to attach the PE report of the specified route of travel together with the application.
Auxiliary Police Officers (APOs) are required for vehicles with overall width exceeding 3.4 metres, overall weight of at least 80,000 kilograms, or overall height exceeding 4.5 metres.
Upon approval by the Authority, the permit will be valid for the stated travel period on the application or 3 months, whichever is lesser, based on the following conditions
